UN certification for hazardous materials packaging isn't a one-and-done credential. Your UN certification has a shelf life, and it can also expire early if the packaging itself changes. For companies shipping regulated materials, from products with lithium batteries to chemicals to aerosols, knowing when recertification is actually required (and when it isn't) can save real time and cost.

What Triggers Recertification

Recertification is generally triggered by one of three things: a change to the packaging design, a change to the certified weight, or the simple passage of time. A design change can be as visible as switching materials or as subtle as a new supporting structure inside the package. An increase in certified weight, even with the same outer packaging, typically requires new testing since the original certification was based on a specific maximum gross mass. And every UN certification carries a periodic recertification date, after which the packaging needs to be retested regardless of whether anything changed.

Not Every Change Requires a Full Retest

Not every adjustment to a packaging design triggers recertification, and assuming the worst can mean paying for testing you don't actually need. Minor changes to labeling, cosmetic finishes, or components that don't affect the packaging's structural performance often don't require a new test. The safest approach is to compare the proposed change against what's documented in your original test report, since that report defines exactly what was certified. How Often Certification Expires

Beyond design and weight changes, most UN certifications carry a periodic design requalification date, typically every two years, though this can vary by packaging type*. Once that date passes, the certification expires and the design needs to be retested, even if nothing about the packaging itself has changed.

It’s worth understanding what certification expiry affects. Recertification governs manufacturing, not existing inventory: once the expiration date passes, you can no longer produce new packaging under that certification, but packaging that was already produced and marked while the certification was active generally remains usable. It's worth tracking these dates internally, especially if you manage multiple packaging designs across different products or business units, since a lapsed certification can hold up a shipment.

* For additional information on when your packaging certification expires, visit Title 49 of the Code of Federal Regulations (49 CFR) or reach out to us at sales@gaynestesting.com. In general, large packaging (crates, pallets, and similar containers that exceed 400 kg or 450 liters), must be recertified at least every 24 months (49 CFR §178.955). Combination packaging (a box or container with separate inner packaging inside) follow the same 24-month cycle (49 CFR §178.601). Single or composite packaging (standalone rigid container without separate inner packaging) are on a shorter cycle and must be retested at least every 12 months.

What to Have Ready for a Recertification

Recertification can often be more seamless than the original certification, particularly if nothing has changed to the design. You should have your original test report on hand, along with updated engineering drawings for anything that's changed, and be ready to confirm the certified weight if that's part of the update. If the packaging design itself hasn't changed, referencing the original report can streamline the process significantly.
